Under martial law, high-tech enterprises, in particular aerospace and machine-building industries, are forced to relocate from frontline areas to safer regions [1, 2], which is accompanied by a change in suppliers of materials and components to fulfill current, including defense, orders. This necessitates the diversification of production by restoring supply systems and forming new logistics chains and partnerships [3, 4].

During this critical period for the country, the contradiction is intensifying between the urgent need for enterprises to diversify their activities during the forced relocation of production to safer regions and the insufficient level of methodological support. In particular, there is a shortage of modern methods and models that enable the effective planning of production relocation processes, as well as the formation of new supply chains and the establishment of cooperation with alternative suppliers of components in the context of military risks.

The aim of the study is to create a set of mathematical, simulation and agent-based models that can be used to plan the process of diversification and restoration of supply chains for high-tech enterprises under the country’s state of emergency. 

In line with the research objective, the following tasks must be addressed:

1. Conduct a systematic analysis and formulate a set of strategies for diversifying the enterprise through its relocation.

2. Determine a new location for the enterprise to facilitate its relocation from the frontline zone.

3. Select and optimise the range of suppliers and supply routes for components.

4. Create a multi-agent simulation model for analysing and planning the relocation process, as well as the supply of components for a high-tech enterprise.

An analysis of a range of enterprise diversification strategies, involving relocation and a change of suppliers, has identified the following factors influencing the process of resuming production [5]:

1. The characteristics of new enterprise locations for the relocation process (security, social conditions, location, etc.).

2. The enterprise’s need and ability to fulfill new orders following its relocation.

3. The availability of supply routes for components at the enterprise’s new location.

4. The level of impact from threats and disruptions to transport logistics chains.

5. Consideration of component costs, including the possibility of import substitution.

This paper identifies a number of strategies that can be employed when planning the diversification of enterprises in the country’s current exceptional circumstances:

1. A diversification strategy based on relocating a high-tech enterprise. This strategy is linked to the need to relocate the enterprise in response to emerging threats.

2. A diversification strategy through changing the suppliers of components for a high-tech enterprise. This strategy is linked to the need to change suppliers in connection with the enterprise fulfilling new, urgent orders, including military ones.

3. Strategy for diversifying supply chains. This strategy is linked to the need to alter existing supply chains due to changes in suppliers and the emergence of threats.

4. Strategy for diversifying orders for a high-tech enterprise under a state of emergency. This strategy is linked to the emergence of new, urgent orders, leading to the resumption of production and the supply of components.

5. A mixed strategy for diversifying a high-tech enterprise by utilising a combination of strategies 1–4.

The presented list of diversification strategies is not exhaustive and may be supplemented by new ones that arise under the country’s state of emergency and post-war conditions.

The methods and models developed in this study can be used in the planning and implementation of projects aimed at the diversification and resumption of production at domestic enterprises. 

The scientific novelty of the study lies in the creation of original and new models that enable the identification of a new location for a high-tech enterprise, a range of suppliers to fulfill current orders, and supply routes for components, as well as the assessment of the feasibility and risks of implementing a plan for diversification and the restoration of production. This will ensure the effectiveness of the process of restoring high-tech production during a period of exceptional and post-war conditions in the country.
